How old do you have to be to drive a jet ski in San Diego?

I'm planning on renting a jet ski for about 4 hours for my 13th birthday. I've heard a few years back that at the age of 12, you can drive a jet ski, but with a parent/guardian on.|||16|||go to mexico. they don't care. you can also get tipsy.
